States of Guernsey approve Black Rock reclamation project to recycle the island’s inert waste

On 1 May 2025 the States of Deliberation approved the Black Rock Land Reclamation project as the preferred way forward for the next inert waste disposal site, subject to obtaining the necessary permissions.

Inert waste is currently being stockpiled at cost to the taxpayer until a new location was found.

Disposing inert waste at Black Rock is not only a solution for recycling the island’s non hazardous construction waste, but it also will result in land reclamation that can be used for future development such as housing, community spaces and facilities.

The site would be accepting the same non hazardous materials accepted currently at the inert waste site at Longue Hougue. Hazardous materials, such as asbestos or chemicals, are disposed of at specialised facilities like Mont Cuet.

The Guernsey Development Agency will now work with stakeholders to model options for the design before returning to the States of Guernsey in 2026 for approval.
