The Guernsey Development Agency (GDA) was established by the States of Guernsey in 2023 to deliver enhancements to the east coast of Guernsey by securing developments that offer economic, social and environmental benefits to the island.


We are working hard to create enhancements which will improve the economy, promote new industries, or create new spaces for all to enjoy. We are committed to listening to your views, evaluating all opportunities, whilst ensuring we maintain the natural beauty our Island.

Our objectives

All our developments must meet the following five objectives set by the States:

  1. Provide infrastructure that protects Guernsey’s East Coast and harbours from current and future environmental threats. (e.g. flooding)
  2. Provide infrastructure to develop modern and resilient harbours (taking into account Guernsey’s future harbour requirements, both in terms of operational requirements and the wider redevelopment of the east coast) which create opportunities to provide improved social, economic and environmental infrastructure.
  3. Provide transport infrastructure which improves transport connectivity and choice, within and between the main Centres.
  4. Provide infrastructure that supports Guernsey’s housing requirements.
  5. Provide infrastructure that supports existing business activity and creates economic opportunities.

These should be delivered ensuring that enhancements are privately funded, and cost neutral (not tax payers money).

Our remit

In St Peter Port, the agency has been assigned the area between La Valette Aquarium and Salerie Corner and in St Sampsons, between Longue Hougue and Vale Castle.

All the developments will be in line with the Island Development Plan which identifies the St Peter Port and St Sampson Harbour Action Areas as areas having significant potential for:

  • inward investment and commercial development and expansion
  • development and support of the visitor economy, leisure, recreation and cultural opportunities;
  • the improvement of the appearance and accessibility of public spaces; and
  • the enhancement and reinforcement of the historic setting of the harbours.

July 2023

The Guernsey Development Agency was established by the States of Guernsey

December 2023

The GDA undertook a survey to understand what islanders wanted to see change on the east coast

October 2024

The States of Guernsey endorsed the GDA's strategic vision for St Sampsons

May 2025

The States of Guernsey approved Black Rock Land Reclamation project as the preferred way forward for the future inert waste disposal site, subject to obtaining the necessary permissions.

2024-2026

Investigations and feasibility studies with stakeholders will enable a comprehensive plan for the delivery of development around the Bridge.

April 2026

A Key Infrastructure Delivery Plan will be submitted to the Political Oversight Group for endorsement

November 2026

A Business & Funding Plan which will detail potential funding mechanisms for each of the projects at St Sampsons will be submitted to the States of Guernsey

Mid 2027 – Commence physical works on projects

Work on the first major project will commence, with planning work on second generation strategic projects already underway.

2030

First projects will be completed.
